    MISSION CONTEXT :
    The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 6 million Syrians have sought refuge in neighbouring countries or in Europe. Seven years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
    HI is managing a large humanitarian program from three different hubs along four main pillars:
    Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;
    Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.
    Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;
    Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
    The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
    JOB DESCRIPTION:
    Under the line management of the Finance Coordinator (SSC), the Deputy Finance Coordinator will be part of the coordination team based in Amman and will have to provide support to 4 hubs (Lebanon, Jordan, Turkey, Iraq). The Deputy Finance Coordinator will have to be extremely proactive, mobile and flexible, to set-up efficient relationships with each hub, ensure good coordination and develop adequate framework.
    He/she will responsible to support the Finance Coordinator for the management and consolidation of Syria mission’s financial data, and to ensure an adequate implementation of HI procedures.
    He/she will act as a technical referent for any questions related to the accounting software Navision, finance tools, and procedures. As such he/she will have to provide constant and adequate support to each hub, including support missions on the field.
    The Deputy Finance Coordinator will also be one of the main interlocutors for Headquarters (HQ based in Lyon – France) for all questions related to Accoutancy, Cash-flow, budget follow-up, and will support the Finance Coordinator and SSC for proposal and donors reports.
    According to the position, the Deputy Finance Coordinator must keep all the data confidential, and share it only with the relevant persons.

    Diploma or University degree in Administration/ Finance management
    Experience:
    At least 3 years of experience as Administrator and/or Finance Manager / Coordinator in a Professional organization (private, public and/or non-for-profit sector)
    At least 2 years of experience in the humanitarian sector overseas
    Previous experience in coordination at country level is an asset
    Proven training and local capacity building experience

    JOB DESCRIPTION
    HI’s Technical Unit functions within the 4 technical domains to:
    Promote continuous improvement of the quality of programs and activities;
    Build the capacity of HI staff, HI partners, and other relevant stakeholders in technical matters (knowledge, attitudes, competencies);
    Provide regular input, based on subject-matter expertise and program experience, to contribute to technically sound and locally relevant program strategies and implementation;
    Develop, adapt, and disseminate HI technical resources to benefit as many Syrian individuals and organizations as possible within HI’s scope of intervention.
    Syria Resilience Consortium:
    Six major INGOs and their local partners already responding to the Syria crisis, including HI, have come together to form a Syria Resilience Consortium (SRC), to collectively improve both the quantity and quality of the response by addressing livelihood needs.
    The IL technical coordinator will principally support activities funded and implemented by the SRC.
    Based in Amman, with frequent travels to other operational hubs of the Syria mission, within the Technical Unit and with the support of HQ Technical Advisors, the Inclusive Livelihood Technical Coordinator is the technical referent on the mission for inclusive livelihood activities, and is also a technical advisor to the Syria Resilience Consortium.
    S/he will responsible for:
    Contributing to the interim planning for HI’s on inclusive livelihood within the frame of the Syria Resilience Consortium’s work and existing grants.
    Recruiting and training a national inclusive livelihood technical coordinator (IL-TC) to become the successor in this position. During the last 6 months of work contract to jointly tackle the tasks below.
    The candidate recruited will be expected to take on a capacity-building role to support and monitor the national counterpart’s ability as a technical coordinator.
    Her/his main tasks include:
    Capacity building of national counterpart
    Program level technical support
    Coordination and representation
    Reporting and providing relevant information and data to the Technical Unit Coordinator

    Job Summary:
    The MEAL Senior Officer will be responsible for the implementation, performance monitoring, evaluation accountability and learning aspect of all IMC Jordan projects with the guidance from the MEAL Coordinator. With the support from information management officers, he/she will be responsible for assisting in the development and roll-out of tools for effective management of data across all technical sectors and sites. The MEAL Senior Officer supports in conducting assessment, surveys and program evaluation
    In coordination with Information manager, he/she is also responsible to ensure data quality, update the Performance monitoring tool/PMT, monthly country report (MCR) and other information need as required. With guidance by the MEAL coordinator, the Senior MEAL Officer plays an important role in monitoring the implementation of accountability activities in coordination with the accountability officer and program team.
    Job Responsibilities/Accountabilities:
    Specific responsibilities include, but are not limited to:
    Programme Quality, Performance Assurance and accountability to affected population
    Aggregate and analyze data from active grants information platform to contribute to management decision-making and reporting.
    Produce regular (weekly, monthly, quarterly, and periodic) data reports including MCR and PMTs , integrating results, successes, challenges, lessons learned, and highlights from across sectors
    Create and integrate graphics and trends in reports and information products to help visualize meaning of data.
    In consultation with the MEAL Coordinator conduct regular data quality assurance in line with IMC and donor guidelines
    Work closely with information management team and data entry to ensure that up-to-date data is being collected for all projects, in line with the project targets, and in a timely manner.
    Undertake internal supportive supervision, share the findings and follow the progress per the supervision.
    Work with each technical head to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in existing programmes and services and for reporting on donor commitments as well as producing board summaries
    In coordination with the MEAL Coordinator and programme department heads, ensure that data collection methodology at the field level, including tools, logbooks, and templates, capture all donor reporting requirements in terms of indicators, and in accordance with a unified definition. Support in modifying the tools when required.
    In coordination with the MEAL Coordinator, assist in the implementation and review of accountability mechanisms including community feedback and complaint mechanism.
    Work closely with field team to ensure accountability to affected population
    Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected in line with donor indicators and for internal use.
    Ensure that cross cutting issues such as participation, gender and disability are effectively addressed/mainstreamed in all project implementations as part of ensuring accountability
    Assessments, Surveys and Evaluations
    Conduct timely planning and initiation of all pre and post intervention assessments required all donors in coordination with the MEAL Coordinator
    Review current grants and programmes assessment needs, plans and coordinate with the technical team for its implementation and quality

    Requirements:
    Degree or Masters in Statistics , Demography, Social Sciences or Health related field

    Knowledge on research and data collection methods and familiarity with statistical tools such as SPSS, EpiInfo, MYSTAT, others (at least two).

    Practical experience in implementing the core humanitarian standard in refugee camps and host communities

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    Scope of Work:
    Defining, implementing and monitoring all laboratory activities in the project area including management of relevant staff, according to IMC protocols in order to ensure the quality of the laboratory work. The person in the position will be the focal point for licensing the clinic laboratory as per Ministry of Health regulations.
    Accountabilities:
    Performing quality control tests and analysis, ensuring the compliance to the basic plans of the laboratory and that all tests (serology, hematology, biochemistry, bacteriology, parasitology, compatibility, etc.) are done correctly and as per request from the Medical Doctors.
    Ensuring that the hygiene and safety protocols both for individual as well as for collective protection (i.e. required clothes and equipment, hygiene and universal precautions, etc.) are implemented in laboratories and that the cleaning personnel is informed about biohazards.
    Ensuring proper registration and records of all lab related activities, implementing a correct use of the associated management, in order to have proper records of laboratory activities.
    Ensuring confidentiality of all patients’ laboratory results at any time, according to protocols in place.
    Supervising the appropriate use of medical devices under his/her responsibility so they can be used at any time (e.g. correct automatic instrument calibrations and correct and updated inventories of laboratory material and equipment) anticipating and communicating future needs.
    Planning and supervising, in close coordination with the Clinic manager and HR department, the associated processes (recruitment, training, performance evaluation, development and internal/external communication) of the laboratory staff of the project in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.
    Compiling, analyzing and reporting on lab activities and results to the medical staff and the immediate supervisor providing data on complications, the total number and types of tests and in general, any problem with the staff and / or laboratory material.
    Keeping records of GIOs, Waybills, GRNs documents for all medical supplies related processes in Lab.
    Refer samples to external laboratory to be analyzed as per the agreed upon by the line manager and clinic management (clinical samples, quality control / reference laboratory, etc.)
    Provide support to Azraq Laboratory and technically serving as a referent for questions and concerns related to the lab service delivery.
    Perform other duties assigned / requested by the Line Manager

    Qualifications & Skills:
    Post-Graduate Degree in Medical Laboratory Science with a valid license to register the laboratory under his/her name.
    Four years of practical experience in a certified institution
    Strong knowledge of MoH policies and general system of Clinical Management;
    Highly organized and has excellent communications, public relations, supervisory, personnel management skills;
    Excellent written, verbal, & electronic communication skills required;
    Excellent computing skills in Microsoft Office, including Word, PowerPoint & Excel required;
    Experience working in humanitarian emergency settings is an asset.

    Scope of Work:
    Performs a variety of technical laboratory duties. Performs routine and delegated duties according to departmental policies. Provide laboratory services according to national/MOH and WHO standards.
    To undertake professional duties under direction of the line manager;
    To support the clinical management of the patients in RCRC Hospital and IMC clinics in the camp when required and as per as requested by attending physicians;
    To take, register, process and analyze blood and body fluids samples as per requested and in line with the policy of the Hospital management;
    Refer samples to external laboratory to be analyzed as per the agreed upon by the line manager and Hospital management (clinical samples, Quality Control/reference laboratory, etc.)
    Keep regular stock of blood units/packed red cells in the hospital blood bank; on request organize the procurement of blood units according to the needs;
    To plan and set-up the laboratory according to health standards as required by the supervisor/line manager and rules and regulations. This includes:
    Maintenance of laboratory stock and accurate record keeping of laboratory activities;
    Maintenance of proper storage conditions laboratory material and equipment;
    Maintenance of laboratory equipment;
    Follow hospital standards for the laboratory service
    To inform immediately clinical staff and line or Hospital Manager of any critical delay or breakdown in essential laboratory services
    To provide regular and timely reports; to be agreed upon with the line manager;
    To train clinical and other hospital staff in his/her capacity and attend in-service training as per agreed upon with the line manager;
    To work according to the Ministry of Health / WHO and hospital guidelines, including quality assurance;
    Share and develop technical skills with the colleagues as part of a mutual capacity building objective;

    Program development, implementation and support
    Assist the relevant managers as needed to ensure the timely development and implementation of work plans
    Prepare and implement the promotion plan for IMC services in each of the locations with assigned volunteers.
    Follow up with volunteers and keep records for their working hours.
    At field site level, ensure that program activities take place according to plans.
    Coordinate all trainings and arrange with trainers to make sure trainings are implemented and provided to volunteers and provide feedback on trainings.

    Coordinate with project manager and ensure work places comply with all visibility related matters per respective donor guidelines.
    Responsible for making the feedback box available and accessible
    Logistics and Security:
    Provide logistics and finance departments with document related to the volunteers working hours with verifications
    Work with project managers, field manager and logistic team to come together and develop and update procurement plans for each location.
    Support the Project Manager to ensure timely submission and processing of procurement requests.
    Support the Project Manager to coordinate with local government to seek approvals and follow up on sites permissions or any other related matters
    Support the Project Manager to ensure all resources and supplies are received, stored and dispatched in accordance with IMC’s procedures and are used judiciously for their intended purposes.
    Make sure sites clean, healthy, well organized and meet IMC’s safety standards.
    Ensure all IMC sites safe and secured during working hours and after working hours in coordination with security managers.
    Support security manager by reporting any security concerns or incidents related to staff, vehicles location, and situation in area.
    Administrative and HR
    Work with project manager and HR and ensure that:
    Staff attendance sheets are completed and time sheets are submitted to the HR department in Amman timely.
    Support project managers by collecting timesheets, cross check them with project managers and share them with HR.
    Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
    Support the Project Managers to ensure relevant guidelines, manuals, forms, posters, etc. are available in each of the work places (i.e. PSEA materials, IMC service guides, IMC code of conduct)
    Ensure that staffs and volunteers adhere to the IMC code of conducts in the execution of their duties.

    ABOUT INTERSOS:
    INTERSOS is an Italian humanitarian organization on the first line that works all over the world bringing assistance to people in danger victims of natural disasters and armed conflicts.
    INTERSOS, with its own humanitarian operators, intervenes to effectively meet the needs of people in crisis, with a particular attention to the vulnerable groups, as women and children. It provides first aid, food, shelter, medical assistance and basic goods. It ensures that basic needs, as education, clean water and health, are met.
    Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation which is negatively affecting also the neighbouring countries, since 2012 INTERSOS has resumed the operations in the Middle East to contribute towards ensuring emergency relief and social protection assistance for the Syrian refugees fleeing their home in search of safety, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).
    In Jordan, INTERSOS has focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection and protection mainstreaming within the different sectors of intervention that compose the Country Strategy (Protection, Child Protection, Education in Emergency, WASH, Shelter and Basic Needs including Cash and Winterization Assistance).
    OBJECTIVE OF THE POSITION:
    In the framework of the actions implemented within the Protection component of INTERSOS program in Jordan, the Programme Manager is responsible for the timely, quality and effective implementation of the activities, of the achievement of the expected results, as well as of the financial management of the Protection (GBV) component.
    MAIN RESPONSIBILITIES:
    Under the direct supervision of INTERSOS Head of Mission, the Programme Manager – Protection (GBV) will be responsible for the following:
    Guarantee overall coordination and supervision of the projects and activities related to the Protection (GBV) component of INTERSOS program;
    Prepare, supervise and approve the planning and design of the projects and activities under the Protection (GBV) component of INTERSOS program;
    Guarantee correct implementation and timely follow-up of projects and activities under the Protection component (GBV) of the Program, as well as proper financial management, making sure that activities and costs are documented, justified and therefore checkable;
    Support the Head of Mission (HoM) and Protection Advisor in defining all the operating processes required to ensure a proper management of the Protection (GBV) component of the Program, ensuring that they are in accordance with INTERSOS procedures and policies;
    Within the Protection (GBV) component of the Program, ensure overall respect of INTERSOS Model, which defines the principles of legitimacy and correctness, segregation of duties, traceability, accountability and control in the performance of duties;
    Support the HoM and the Protection Advisor to guarantee information on Protection (GBV) programs, relevant guidelines, analysis etc. are duly and timely shared with relevant colleagues of INTERSOS Mission in Jordan;
    In coordination with Protection Advisor, guarantee technical support, back up and training on Protection issues to national and international staff deployed to Jordan mission;
    To participate as a member of the extended Senior Management Team (eSMT) established within mission;
    To contribute to the formulation and development of protection strategies in Jordan, and their implementation in accordance with the mandate, strategies and priorities of the Organization;
    To support the Protection advisor in providing the SMT with constant and well-grounded advice on Protection trends, dynamics, needs, and gaps in Jordan;
    Support the drafting process of new proposals in the framework of the Protection sector;
    Prepare and/or supervise the drafting of all required narrative and financial reports, of projects under his/her responsibility, or implemented within the Protection (GBV) component of the Program;
    Support the HoM and Program Coordinator in ensuring that reports are completed and submitted in accordance with deadlines and compliance requirements;
    In the framework of the Protection (GBV) component, support the Head of Mission to maintain constant relations with relevant donors and stakeholders at National and Governorate level;
    Represent, or ensure representation of INTERSOS in relevant working groups, task forces and coordination fora at national level, and supervise the representation of INTERSOS in coordination fora at local, and governorate level; representation is to be guaranteed according to the “INTERSOS Representation plan” approved by the SMT;
    In coordination with the HoM and Program Coordinator, ensure adequate INTERSOS representation during partners and donors visits related to the Protection (GBV) component of the Program;
    In coordination with the HoM and Program Coordinator, guarantee representation in and coordination with relevant actors and bodies operating in the framework of Protection programs (i.e. ad hoc task forces, other coordination fora etc.);
    In coordination with the HoM and Program Coordinator, S/he actively contributes to fundraising efforts through meetings with stakeholders, advocacy on specific cases, donors platform etc;
    In coordination with the HoM and Program Coordinator, liaise with the Communication Department in the HQ, ensuring that reports, pictures, documentation and any other visibility material related to the Protection (GBV) Component of the Program are duly shared and provided.
    Accountability:
    Ensure maintaining high confidentiality of information, up to date documents, including processes and verification.
    Human Resources:
    Ensure good HR practice for staff under her/his supervision, including the promotion of a friendly and professional working environment, and providing opportunities for staff development and learning.
    Ensure performance appraisals are conducted regularly for staff under her/his supervision, as per INTERSOS HR policies and procedures.
    Advocate and plan for professional development of staff under her/his supervision.
    Provide input to, and deliver, where applicable, training for staff under her/his supervision to increase their responsibilities in order to build capacity, and ensure sustainability of programs.

    General purpose of the position:
    The education Officer is responsible of the learning support services/education program activities under Education Projects. The staff member will implement education activities of INTERSOS Jordan to assist in enrolling out of school children (OOSC) and children faced with learning barriers to achieve their educational and developmental potential. In this regard, the staff member should closely coordinate with other program departments and external stakeholders to make the link with MOE, Directorates of Education in governorates and schools (inside and outside ITSs), to guarantee access to quality identification.
    The incumbent will conduct his or her duties in respect of the Charter of INTERSOS and Child Safeguarding Policy. The incumbent commits to ensure high level of children participation and will always work in the best interest of the child. INTERSOS intervenes without any affiliation with political, racial or religious or financial profit.
    Key responsibilities:
    Under the direct supervision of the Education Coordinator, the Education officer will be responsible for:
    Conduct in the needs assessment in the target areas and identification of OOSC and children facing barriers to education in and outside of ITSs.
    Prepare and develop assessment tools for teachers training needs assessments, baseline and end line surveys, data collection on OOSC, questionnaires and forms), data entry of assessments as needed and assist in the reports writing.
    Develop and implement selection criteria for identification of vulnerable children for the educational activities.
    Prepare (training materials, specific education training tools, organization of training, follow up, etc.) and conduct training/ coaching according to the training needs identified.
    Follow up on children with difficulties/barriers to educational oportunities and refer to the protection team when needed.
    Liaise with parents, caregivers, local communities and other relevant stakeholders to promote and facilitate school enrollment with the suervision of Education Coordnator.
    Conduct field visits and spot checks in schools/centers to evaluate project activities and assist team members, and volunteers to conduct educational activities.
    Identify the needed for text books, stationery and learning material as per children’s age and grade to enable them to start/continue education.
    Work on inclusive educational approach to iIntegrate OOSC and dhcildren with phyical and scoial barriers to education without discrimination and pay specific attention to girls education in project locations;
    Asisit in social wellbeing of children and conduct psychosocial support to the needy children and help them to continue their education.
    Participate in educational campaigns and any other outreach activities to multiply the impact of the project.
    Ensure the compliance of INTERSOS educational activities with Standards such as the INEE Minimum Standards, Sphere and core standards for humantarian reposne.
    Work in collaboration with services providers within the community to identify and intervene early with children and young people who have additional needs or are at risk of disengagement.
    Monitoring & Reporting
    Develop and share weekly, monthly plan as well as monitoring plan the Monitoring and Evaluation Officer and education coordenator .
    Ensure correct data collection, data entry and reporting on project beneficieries like children, teachers, parents t and communities(registration, enrollment, attendance, etc.).
    Monitor the progresses against the indicators of the projects under the supervision of EC.
    Prepare monthly report on activities progress, targets, objectives, difficulties met and any relevant information to the EC.
    Other tasks
    Handle logistics requests for activities: preparation and validation of PR, purchase request, repartition of materials in the area of intervention, delivery on time to conduct activities, etc.
    Ensure logistics arrangements: movement plan, purchase request follow up, stock inventory, etc.
    Plan and organise the distribution of education kits and materials for children.
    Forecast expenses– BFU linked to the activities in collaboration with the direct supervisor.
    Supervise and Follow-up the monthly payments in collaboration with Finance-Admin & Log Office
    Coordination, Meeting & Representation:
    Represent INTERSOS during external meetings in the target locations.
    Coordinate with the other project including the outreach team,and field office activites to achieve the objectives of the educational program,
    Coordinate with the intersos protection team for referrals and follow up on cases.
    Make sure to respect strict confidentiality of information about activities, INTERSOS strategy, budget, staff, beneficiaries, etc.

    The Whole of Syria (WOS) nutrition sector coordinator will facilitate coherence and consistency of nutrition response in Syria across the operational hubs (e.g. Damascus, South Turkey and Jordan) in supporting nutrition response scale up.     The position also facilitates timely and effective nutrition response in Syria and ensure appropriate capacity and guidance is provided to the respective coordination hubs and eventually achieve quality service delivery, scale up response and demonstrate results and impact achieved. This will also involve fostering close collaboration with other sectors and consolidating and verifying information generated thus enable the sector coverage and gap analysis possible.

    The coordinator will provide authoritative technical guidance and management on nutrition to the Jordan based nutrition coordination forum for the Syria response.

    Effective and efficient nutrition sectoral/cluster input into the WOS coordination architecture.
    WOS planning and strategy development.
    Needs assessment and analysis.
    Information Management.
    Development and application of standards in support of the WOS approach.
    Advocacy and resource mobilization.
    WOS monitoring and reporting.
    Identification of key partners.
    The post will manage UNICEF Nutrition programming for the South hub within the WoS coordination approach.

    An Advanced University Degree in nutrition, nutritional epidemiology, public health, global/international health and nutrition, health/nutrition research, policy and/or management, or other health related science field is required.
    A minimum of 8 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal, newborn and child nutrition health care at the international level some of which preferably in a developing country is required. Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.
    Experience in cluster/sector coordination in complex emergency essential
    Fluency in English is required. Knowledge of another official UN language or a local language is an asset
